Gartner Says 1 in 3 AI-Driven Layoffs Will Be Reversed by 2029 — and That Rehire Will Cost More

The AI workforce playbook just hit a speed bump. According to Gartner research published in early September 2026, at least one in three roles eliminated because of AI automation will be rehired by 2029 — and companies will pay a premium to do it. Translation: the cost-cutting calculus that made AI layoffs look like a slam dunk is getting a serious second look.

The finding landed across a wave of Gartner reports this month examining how businesses are actually living with their AI decisions, not just announcing them. Gartner’s forecast: at least 30% of roles cut due to AI automation between 2023 and 2026 will be restored in some form by 2029. The rehiring cost in affected sectors is projected to run 20-30% higher than original compensation — driven by tight labor supply, upgraded skill expectations, and competitive pressure from companies that never made the cuts in the first place.

Meanwhile, a separate Gusto analysis found that small businesses using AI were actually growing their headcounts faster than comparable companies that skipped adoption — roughly 5% more workforce growth in the first year after AI implementation. The businesses that came out ahead weren’t the ones that replaced workers with AI. They were the ones that used AI to free workers to do more.

And according to a Gallup survey from this same period, organizational AI adoption jumped six points in a single quarter — but the gap between confident adopters and lost-in-the-weeds adopters has never been wider. The companies seeing ROI are the ones with a deliberate strategy. The rest are running experiments with real people’s jobs on the line.
