Small businesses are holding the line. The U.S. Chamber of Commerce released its Q2 2026 Small Business Index this week, and the headline is steady: an overall score of 66.5, nearly flat from last quarter’s 67.0, and above this time last year (65.2). Behind that steadiness, though, two very different stories are unfolding at once.
What This Actually Means
Seven in 10 small business owners (69%) say their business health is steady. Two-thirds (66%) expect revenue to grow over the next year, up from 61% in Q1. Hiring intentions ticked up too: 35% plan to add staff, compared to 30% last quarter.
That’s the good news. Here’s the other story: confidence in the local economy just took a hit. Only 33% of small business owners rate their local economy as “good” right now. That’s down eight points from a year ago, when 41% said the same. And only 38% plan to increase investment in the next year — nearly ten points below this time last year (47%).
The word “steady” is doing a lot of heavy lifting here. These owners are confident in their own operations. They are less confident in what’s happening outside their doors.
The Numbers Behind It
The biggest driver of that caution? Inflation. The share of small business owners naming inflation as their top concern jumped from 48% in Q2 2025 to 57% today. That’s a nine-point swing in one year, and it explains why investment plans are down and why views on the local economy fell.
There’s also a data point hiding in the Chamber report that deserves its own headline: AI is starting to move the needle for small businesses that use it. According to a companion U.S. Chamber Foundation survey, small business owners using AI say it helps teams work more efficiently, improves quality, and enables employees to take on more complex tasks. McKinsey data shows only about 35% of small businesses have meaningfully adopted AI as of 2025 — meaning early adopters right now are getting a real competitive edge.
The broader context: the SBA counts 33.2 million small businesses in the United States, representing 43.5% of U.S. GDP per the Chamber. When local economy confidence drops eight points, the ripple effect is significant.

This report reads like a business owner who is optimistic about their own playbook but nervous about the game conditions. That split is actually healthy: it means small business owners aren’t delusional about the environment, and they’re not paralyzed by it either.
But that 38% investment figure should be a wake-up call. When the percentage of owners planning to invest drops nearly ten points year-over-year, too many people are in “hold steady” mode. The owners actually integrating AI into operations are the ones positioned to gain market share while competitors wait out the uncertainty.
If you’re looking for revenue growth despite cost pressure, the answer is almost always the same: get more revenue per customer, cut the dead weight, and move upmarket toward clients who actually have budget.
What You Should Do
- Audit your pricing structure. If your prices haven’t moved in 12 months but your costs have, you’re quietly taking a pay cut. Get honest about your numbers and price accordingly.
- Start tracking how you use AI. The Chamber data shows AI-adopting small businesses are reporting real productivity gains. If you’re not yet putting AI tools to work in your operations, now is the cheapest time to start.
- Protect your investment plans. The drop from 47% to 38% of owners planning to invest reflects a lot of businesses going defensive. Find one investment — a tool, a hire, a system — and make it pay for itself before year end.
