The Fed Is Holding Rates Wednesday. Here’s Why December Is the Number That Should Keep You Up at Night.

The Federal Open Market Committee meets Wednesday, October 28 to decide whether to raise or hold interest rates. The answer is almost certainly hold. But the story that matters for small business owners is what happens next.

A Reuters poll of 100 economists released October 20 found 94 of them expect the Fed to leave rates unchanged this week, keeping the federal funds target range at 3.75% to 4.00%. Then, nearly all of those same economists expect a 25-basis-point hike in December, pushing the range to 4.00%–4.25%.

That makes Wednesday less of a decision and more of a countdown clock.

The Real Story Here

The September FOMC meeting minutes, released October 7, contained a line that every business owner carrying variable-rate debt should print out and tape to their wall: “Most participants assessed that another increase in the target range for the federal funds rate would likely be appropriate by year end.”

That wasn’t a hint. That was a roadmap.

The Fed hiked 25 basis points in September — its first increase in over a year — and called it “removing a dose of accommodation.” The October hold, if it happens as expected, is a pause to let data catch up, not a reversal. Participants specifically flagged risks from energy-market disruptions and AI-driven demand pushing inflation beyond the 2% target. The prime rate currently sits at 7.00%, per the Federal Reserve’s H.15 release dated October 23, 2026. If December brings another 25 bps, prime moves to 7.25%.

For small businesses with lines of credit, SBA loans tied to prime, or equipment financing with variable terms, that math hits immediately.

What the Data Shows

The NFIB Small Business Optimism Index fell 0.8 points in September to 97.9, slightly below the 52-year average of 98.0, per the NFIB’s October 14 release. The NFIB Uncertainty Index climbed to 90, far above the historical average of 68.

TD Economics noted that the share of small businesses raising average selling prices in 2026 is at its highest level since 2023, per its commentary on the September NFIB data. That’s the inflation problem in one number: small businesses are passing costs on to stay alive, but they can’t do it forever without losing customers.

Meanwhile, September nonfarm payrolls came in at just 29,000, per the Bureau of Labor Statistics, well below consensus forecasts near 80,000, with prior months revised down by 60,000 combined. The weak jobs data is one reason the Fed is pausing in October. But wage pressure and energy costs are the reason they’re still leaning toward December.

Per CME FedWatch, as of last week, traders priced an 84% probability of a December rate hike.

The Hustler’s Library Take

Here’s what the financial press won’t say plainly: the Fed is threading a needle in a hurricane. Inflation is still above 3% nearly six years after it first ran hot. The job market is cooling. AI is reshaping labor demand in ways that make traditional models unreliable. And now there’s a midterm election in November that the Fed is tactfully sidestepping with the October hold.

But for the average small business owner, none of that nuance pays the line of credit. What matters is that borrowing costs are not coming down in 2026 and probably not in early 2027. The era of cheap money — the era that let founders bootstrap on debt, float payroll on credit, and expand without penalty — is over. A 7% prime rate means SBA acquisition loans and growth capital are expensive. It means every dollar of variable-rate exposure costs more per month than it did two years ago.

The entrepreneurs who win in this environment are the ones who treat rate risk like a weather forecast: you can’t stop the storm, but you can stop standing in an open field.

Your Action Plan

1. Audit every variable-rate obligation before October 28. List every line of credit, SBA loan, equipment lease, or business credit card with a variable rate tied to prime or the fed funds rate. Calculate what a 25-basis-point increase in December means in monthly dollars. If the number surprises you, that’s a data problem you needed to fix yesterday. A strong handle on your numbers starts with tracking the right dashboard metrics.

2. Lock in fixed rates where it makes sense. If you’ve been carrying a variable-rate line of credit and planning to refinance “eventually,” the window is this week, not after the December announcement. Lenders price risk forward. A hold on Wednesday doesn’t mean rates stay flat. It means the market has already built December into the spread. Talk to your lender now about fixed-rate conversion options. Understanding how to position your business for favorable credit terms is the same thinking behind making smart reinvestment decisions.

3. Build a 90-day cash buffer into your Q4 plan. The weakest point in a rate-hiking cycle is the lag period, when costs rise but revenue hasn’t adjusted. With 31% of small businesses in the NFIB survey already raising prices and another 31% planning to, your customers are feeling it too. Build in buffer for slower receivables and longer payment cycles in Q4. Managing seasonal cash flow with a real framework beats reacting in January.

The Fed decision drops Wednesday at 2:00 PM Eastern. No surprises are expected. But the businesses that use this week to prepare for December will be the ones still growing in Q1 2027.
