Tax and Financial Services in Lisbon for Business Owners

Portugal’s tax system has attracted significant international attention in recent years due to programs like the NHR (Non-Habitual Resident) regime and favorable corporate tax structures for SMEs. For international entrepreneurs setting up in Lisbon, understanding the Portuguese tax landscape is one of the most important steps in your setup process, and one where getting professional advice early pays significant dividends.

Corporate Income Tax (IRC)

Portugal’s corporate income tax (Imposto sobre o Rendimento das Pessoas Coletivas, or IRC) applies at a standard rate of 21% on taxable profits. SMEs benefit from a reduced rate of 17% on the first EUR 25,000 of taxable profit. Companies based in the interior regions of Portugal (not Lisbon or Porto metropolitan areas) can access rates as low as 12.5% on the first EUR 25,000 under the interior regions SME regime. Municipal surcharges (Derrama Municipal) of up to 1.5% apply on top of the standard IRC rate, with Lisbon applying the maximum.

The NHR and IFICI Regimes

The original Non-Habitual Resident (NHR) program was a flagship Portuguese incentive that provided a 20% flat income tax rate for qualifying employment and self-employment income for 10 years. The NHR program was restructured from 2024 with the introduction of the IFICI (Incentivo Fiscal ao Investimento e Criacao de Emprego) regime, which targets specific high-value activities including technology, research, scientific and academic work, and qualified activities in designated sectors. For international founders qualifying under IFICI, the effective income tax rates can be significantly below the standard Portuguese progressive income tax scale. Early engagement with a Portuguese tax advisor is essential to determine eligibility and structure your affairs appropriately.

VAT (IVA) in Portugal

Portuguese VAT (Imposto sobre o Valor Acrescentado, or IVA) applies at the standard rate of 23% on most goods and services. Reduced rates of 13% and 6% apply to specific categories including food, medicine, and certain cultural services. If your annual Lisbon-based turnover exceeds EUR 14,500, VAT registration is mandatory. EU B2B sales can generally use the reverse charge mechanism. For digital services sold to EU consumers, the EU OSS (One Stop Shop) system allows centralized VAT reporting across all EU member states through a single Portuguese VAT registration.

R&D and Innovation Incentives

Portugal offers the SIFIDE (Sistema de Incentivos Fiscais em Investigacao e Desenvolvimento Empresarial) R and D tax credit program, which provides credits against IRC of 32.5% on qualifying R and D expenditure up to EUR 1.5 million, and 50% for incremental R and D expenditure above the average of the previous two years. Qualifying R and D must be conducted in Portugal or contracted to Portuguese universities or research institutes. SIFIDE is one of the most generous R and D incentive programs in the EU and a significant reason why tech companies find Portugal attractive for research operations.

Top Accounting and Tax Advisory Firms in Lisbon

The Big Four (Deloitte, PwC, KPMG, EY) all have major Lisbon presences and serve large corporates and multinationals. For startups and SMEs, mid-market firms such as BDO Portugal, Grant Thornton Portugal, and a range of specialist boutique advisors offer more accessible and cost-effective services. Several firms in Lisbon specialize specifically in international founders and NHR/IFICI applications, including dedicated expat tax advisory practices that understand the specific needs and complexity of cross-border tax situations.

Payroll and Social Security

If you hire employees in Portugal, social security contributions are a significant additional cost. Employers contribute 23.75% of gross salary to Social Security (Seguranca Social), and employees contribute a further 11%. Total employer social security burden is thus approximately 23.75% above gross salary, which must be factored into your cost-per-hire calculations. Payroll in Portugal is managed through monthly declarations to the AT (Tax and Customs Authority) and the Social Security system. Payroll service providers such as Multipessoal and ADP Portugal handle this for companies of all sizes.
